What are the current travel advisories for Manipur?
This section reports official positions as of 8 October 2026. Please read the original pages, and check again just before you travel.
Foreign governments. The UK Foreign, Commonwealth and Development Office (page updated 7 October 2026) advises against all but essential travel to Manipur, including the capital, Imphal, and notes that curfews and restrictions continue in parts of the state. The US State Department's India advisory lists Manipur at Level 4, Do not travel, because of violence and crime, and says US government employees need prior approval to visit. The version of the US page checked for this article carried an issue date in 2025.
State government. President's Rule, imposed on 13 February 2025, was revoked on 4 February 2026, and Yumnam Khemchand Singh took office as Chief Minister. On 27 September 2026, at a World Tourism Day event, the Chief Minister said tourist arrivals had fallen sharply because of ethnic violence and that peace is needed for recovery. The event also relaunched the state's Explore Manipur portal and promoted homestays. Tourism is being encouraged, but no one has said conditions are settled.
Highways and blockades. On 8 August 2026 the Chief Minister and tribal leaders announced the reopening of National Highways 2 and 37 for free movement, with security arrangements. On 26 September 2026 the United Naga Council suspended an economic blockade of the highways after a tripartite meeting in Guwahati with the Centre and the state.
Ukhrul and the Imphal to Ukhrul road. Clashes between Kuki and Naga groups began in February 2026. On 11 and 12 March 2026, 21 Tangkhul Naga civilians travelling on the Ukhrul to Imphal road were abducted and later released, and two other abducted men were found dead. The state arranged helicopter flights between Imphal and Ukhrul in the days that followed because the road was considered unsafe. In a status report filed on 25 August 2026, Ukhrul police told the Manipur High Court that they had registered 58 FIRs along NH 202 since the clashes began, and that forces were running road-opening operations and escorts. For anyone considering Ukhrul, this is the single most important fact.
What this means in practice. Treat any trip as conditional. Do not travel by road to Ukhrul unless local authorities confirm it is open and safe. Follow district notices on curfews. Keep your itinerary flexible, share it with family, and buy insurance that covers your destination. How should I prepare if I decide to travel?
Official advice is a starting point, not the whole picture. Conditions differ between the Imphal valley, the hill districts and the highways, and they can change within days. If you decide to go, these steps are sensible:
- Read the UK and US pages in full, and any notice from your own government.
- Follow the Manipur government and district administration for curfew, internet and movement orders.
- Stay in Imphal, plan daytime travel on main roads, and avoid areas where authorities have restricted movement.
- Ask your hotel or host about the day's conditions before every leg.
- Keep copies of your permit and identity documents, and share your plans with someone at home.
- Be ready to change or cancel plans, and check whether your insurance covers the destination.
Respect the people you meet. Many communities have been displaced, and some areas have relief camps and memorials. Avoid asking intrusive questions about the conflict, do not photograph security operations, and let residents bring up the subject if they want to.
What is Imphal's climate like?
Imphal has a humid subtropical climate. Winters are cool and dry, with January lows averaging about 4 degrees Celsius. Summers are warm, with hottest-month highs averaging about 29 degrees Celsius. The city receives about 1,380 mm of rain a year, and June and July are the wettest months. October to March is generally the more comfortable period for sightseeing, subject to the advisories above.
What is there to see in Imphal?
- Kangla Fort: The former royal seat of Manipur on the Imphal River, surrounded by a moat, with temples within the complex. It has been a site of political and religious importance for centuries.
- Ima Keithel: Also called the Mothers' Market, a market run by women traders, reported to date back to the 16th century, with thousands of vendors selling textiles, produce and crafts.
- Imphal War Cemetery: Maintained by the Commonwealth War Graves Commission, it commemorates soldiers who died in the 1944 battles around Imphal.

How do I get an Inner Line Permit for Manipur?
Indian citizens entering Manipur need an Inner Line Permit. Apply on the official portal (manipurilponline.mn.gov.in). The portal lists several categories: Special, Regular (90 days, needs a local sponsor), Temporary (30 days, not renewable) and working categories. Tourists normally use the Temporary category.
You can apply online, then pay and download the permit. Counters operate at Mao Gate, Jiribam Railway Station, Imphal Airport and district Deputy Commissioners' offices. Kiosks issue Temporary permits on payment. Carry the original ID you applied with. Fees and documents are listed on the portal, so check them there. What can I see in Ukhrul and the Shirui hills?
Ukhrul district is the homeland of the Tangkhul Naga people. The Shirui hills are the only known habitat of the Shirui lily, which blooms from April to June. Shirui Kashung Peak reaches about 2,835 m. The state tourism department has held a Shirui Lily Festival, and the 2025 edition ran from 20 to 24 May after a two year break. There is no confirmed 2026 information in the sources used, so check with Manipur Tourism.
Given the road situation described above, treat Ukhrul as a destination to visit only when authorities confirm the road is open and the area is calm.
How do I reach Imphal?
Most visitors fly. Bir Tikendrajit International Airport has flights to Guwahati, Delhi, Kolkata, Bengaluru, Agartala, Aizawl, Dimapur and other cities on Air India Express, IndiGo and Alliance Air, according to a recent airline listing.
